    TWO PARTY SYSTEM IS BROKEN.
    I'M NOT RUNNING AGAINST THE
DEMOCRATIC PARTY IF I RUN FOR
    PRESIDENT.
    I'M RUNNING AGAINST THE TWO
    PARTY SYSTEM BECAUSE THE
    AMERICAN PEOPLE DESERVE BETTER.
    THEY SPOKE AT LENGTH AT
SOUTHER OF THEIR TOPICS FOR YOU
CONSIDER SUNDAY AT 11:30 AM ON
    CBS4.
    SPRING BREAK IS HERE AND
    THAT MEANS TRAFFIC AND CHANGES
    YOU NEED TO KNOW ABOUT.
    MIAMI POLICES LETTING YOU KNOW
WHAT YOU NEED TO KNOW ABOUT.
OCEAN DRIVE WILL BE CLOSED TO
    CARS, NO VEHICLES WILL BE
ALLOWED ON THAT STREET UNTIL 3
    AM MONDAY.
    AND THEN REPEATS THE FOLLOWING
    WEEKEND.
    ALSO, THERE WILL BE TIMES
    TRAFFIC GOING EAST IN THE
TUNNEL AND THE CAUSEWAY SO THEY
WILL BE REDUCED TO ONE LANE.
    THAT STARTS FRIDAY NIGHT AND
    LAST INTO MONDAY MORNING.
YOU CAN FIND THE DETAILS ON OUR
    WEBSITE AT CBSMIAMI.COM.
    JOINING US NOW IS OFFICER
    ERNESTO RODRIGUEZ, THE
    SPOKESMAN FOR THE MIAMI BEACH
    POLICE DEPARTMENT.
    WELCOMING GREAT TO HAVE YOU
    HERE.
WE KNOW IT'S TOUGH TO GET BACK
TO THE BEACH SO WE APPRECIATE
    YOU COMING.
    YOU HAVE GRAPHICS, SHOWING YOUR
    PR CAMPAIGN.
    SAYS, ON VACATION, DON'T LEAVE
    ON PROBATION.
    VERY CLEVER.
WHAT MADE YOU FEEL THE NEED TO
    PROACTIVELY ASK PEOPLE TO KEEP
    CALM? IT WAS LITERALLY AROUND
THE TABLE AND WE SAID WE NEED
    TO CONNECT TO THE KIDS.
    YOUR TYPICAL MESSAGING DOESN'T
    WORK.
    IT IS DIGITAL MESSAGING TO
THAT'S WHY EVERYONE IS ON THEIR
    PHONE.
THE CITY SPENT A LOT OF MONEY
    TO CREATE THIS MESSAGING, TO
REACH OUT TO THE COMMUNITY TO
LET THEM KNOW THAT WE ARE DOING
    SOMETHING. EACH SPRING BREAK
BRINGS MORE AND MORE PEOPLE, IS
    AN INCREASE IN ARRESTS AND
    RECKLESS BEHAVIOR.
WANT TO TRY TO CURB THAT BID
    YOU REACHED OUT TO THE
    SCHOOLS AND SAID, ENCOURAGE
    YOUR STUDENTS TO BEHAVE WHEN
    THEY COME DOWN HERE.
WHAT IS THE RESPONSE YOU GOT?
    THE POLICE CHIEF SENT OUT
    LETTERS IN NOVEMBER 200S OF
    COLLEGES AND UNIVERSITIES AND
    BASICALLY TOLD THEM WE ARE
GOING TO BE OUT HERE ENFORCING
    THE RULES.
AND YOU WANT YOUR STUDENTS TO
    BEHAVE.
IT WAS A LITTLE BIT OF
    FEEDBACK, NOT MUCH AT THIS
POINT . THAT IS CHANGED IN THE
PAST DAY OR SO. IT IS ALREADY
    UNDERWAY, HOW ARE THE CROWDS
    THIS YEAR SO FAR?
    WE SEE MORE CROWDS ALREADY.
    THIS WEEKEND COMING UP NEXT
WEEK WILL BE A THE BIGGEST
TEST, TO SAY YOU KNOW, THE TWO
    BUSIEST WEEKENDS OF THE SPRING
    BREAK.
    WE EXPECT HUNDREDS OF THOUSANDS
OF FOLKS TO BE FLOCKING TO THE
BEACH TRAFFIC A HUGE PART AND
THE COPS WILL BE OUT ON THE
    STREETS, DRINKING IN PUBLIC.
    SMOKING MARIJUANA AND ALL THOSE
TYPE OF OFFENSES THAT WILL BE
    REALLY ENFORCED.
    WE HAD HEARD EARLIER THERE
    WAS TALK THEY WERE ACTUALLY
GOING TO NOTIFY SCHOOLS OF SOME
OF THE STUDENTS GOT IN TROUBLE,
BUT THEN I UNDERSTAND IT WAS
ABOUT FACE ON THAT BID WHY THE
    CHANGE OF HEART? ANY POLICE
    AGENCY I THINK, IT WAS
    ANNOUNCED.
    WE REVIEWED IT, THE CHIEF
    REVIEWED IT.
    I THINK.
AND JUST, REALIZED YOU KNOW A
    LOT OF RESISTANCE IN THE
    COMMUNITY AND THAT MAYBE IT
    WASN'T THE RIGHT APPROACH AT
    THIS POINT.
SO IT IS THE SAME MESSAGE, COME
ON VACATION I DON'T LEAVE ON
    PROBATION BY NOTIFYING THE
    SCHOOLS WE MAY NOT ACTUALLY
    DOING
HOW DO YOU TAKE ON ALL THOSE
    CROWDS?
DO YOU HAVE AS A SENSOR OF
    OTHER AGENCIES?
THAT'S A LOT OF PEOPLE IN MIAMI
    BEACH.
    WE HAVE ABOUT 400 OFFICERS
AND LET ME TAKE A VERY FEW DAYS
OFF FOR THE NEXT FEW WEEKS.
    AND VERY, VERY LONG HOURS.
ALL OF THAT COMES AT A COST BUT
SAFETY CAN'T PUT A PRICE ON
    SAFETY.
    THE PEOPLE LIVE HERE THAT
    SAID THE CAUSEWAY WILL BE
    RELEASED TO ONE LANE?
WE ARE REDUCING TO TWO LANES
WE CHANGE THAT WAS WELL BUT I
    DON'T WANT TO GIVE
    MISCONCEPTIONS THERE THERE WILL
BE, THERE WILL BE TRAFFIC JUST
